Log on to the Employee Benefits Portal from OnlinEnroll and view your Confirmation Statement.
Confirm that your pay stub deductions match your Confirmation Statement.
Medical plan participants: If completed the 2026 Reach Your Peak+ (RYP+) enrollment steps during the open enrollment period, check for your RYP+ incentive – this will appear on the left side of your pay stub.

How do I access my Confirmation Statement?
Log in to the Employee Benefits Portal from OnlinEnroll. This portal can be accessed from any computer or mobile device.
USERNAME – Your six (6) digit employee/user ID
PASSWORD – First 4 digits of your SSN or the password you previously selected
COMPANY – El Paso County (must enter spaces)
Once logged in, click the Confirmation Statement button to see elected/waived 2026 benefits.
Review and confirm benefit elections, enrolled dependents, and beneficiaries.
If you do not know your employee ID, access NeoGov via MyApps, click on your name at the top-right, then click “My Profile.”
The open enrollment period has closed. You cannot enter changes to your benefit elections unless you have recently experienced a life event (i.e. marriage, divorce, birth of a child).
How can I view my pay stub?
Log in to the Employee Self Service (ESS).
To access ESS find the applet on My Apps, myapps.microsoft.com
USER ID: Find on NeoGov, click your name in the top-right, then click “My Profile”
PASSWORD: First 4 digits of your SSN (Or the password you previously selected)
If you are unable to remember your password: Click the Reset Password link under the Sign In fields – a password reset link will be sent to your County e-mail address.
Once logged in, click the My Pay Stub button and select your latest pay stub to view your deductions.
Confirm that your pay stub deductions match your Confirmation Statement.
Medical Plan Participants: If you scheduled your 2026 Reach Your Peak+ (RYP+) Health Consultation during the enrollment period, also check for your RYP+ incentive – this will appear on the left side of your pay stub.
Voluntary Life and Voluntary AD&D: Voluntary Life and Voluntary Accidental Death and Dismemberment (AD&D) benefits will be a combined lump sum on your pay stub labeled VOL LIFE.
Supplemental Benefits: Accident, Critical Illness, and Hospital Indemnity benefits will be a combined lump sum on your pay stub labeled SUPPBENE.
If there are any discrepancies or questions regarding your benefits, deductions, or dependents, you must immediately contact the Employee Benefits Division in writing via e-mail at employeebenefits@elpasoco.com.

How can I update my life insurance beneficiaries?
While logged in to the Employee Benefits Portal, from the homepage, click the “Manage Beneficiaries” button on the right-hand menu.
Life insurance beneficiaries may be updated anytime. However, if a pop-up appears requiring a qualifying event to make changes: Select the Event Name “Off Cycle Changes to Life or Supplemental Benefits” (may need to click to page 2 of events) and use today’s date as the event date.

Flexible Spending Account (FSA) and Health Reimbursement Account (HRA) Deadlines
The deadline to submit 2025 claims for the Flexible Spending Account (FSA) and Health Reimbursement Account (HRA) is March 31, 2026.

Submitting a Claim for Reimbursement
2025 claims submission deadline is March 31, 2026
Eligible expenses can be found at the following link, using the Standard FSA list: ebcflex.com/eligibleexpenses.
Online:
- Log in at ebcflex.com.
- Complete the short web form and upload documentation.
- Review, submit and print your confirmation.
Smart Phone:
- Available for iPhone and Android.
- Download the EBC Mobile app, if you haven’t already.
- Simply complete the Claim Screen, attach the receipt and submit.
Manual Submission:
- Download the Claim Form at www.ebcflex.com (found under Quick Links in Forms).
- Attach supporting documentation.
- E-mail, fax, or mail Claim Form and supporting documents to Employee Benefits Corporation.

Anything else I should know?
The claim submission deadline for 2025 is March 31, 2026.
If you do not have a bill or EOB by the deadline, you should still submit a claim no later than the deadline. This will provide you with additional time to submit the supporting documentation.
2026 RYP+ HRA Notice:
The EBC benefit card cannot be used to access 2026 Reach Your Peak+ (RYP+) Health Reimbursement Account (HRA) funds until the earliest of the following has occurred; and 2026 claims submitted to EBC will be placed into a pending status until the earliest of the following has occurred:
- 2025 HRA remaining balances are rolled over at the end of April*; or
- 2026 earnings have been deposited. HRA earnings are deposited at the end of the month following the end of a quarter. E.g., Quarter 1 will be deposited by the end of April.
*Rollover only applies to 2025 RYP+ members that re-enrolled for the 2026 RYP+ program.
