Congress pledged in the Housing Act of 1949, “a decent home and suitable living environment for every American family.” El Paso County supports a variety of options from single-family to multi-family; urban to rural; both rental and owner-occupied. The El Paso County Housing Authority was established in 1993 with a mission of addressing housing issues of low-to-moderate income residents. We provide Housing Programs that work with developers on affordable housing projects as well as homebuyers who need downpayment assistance. Housing is an essential and vital asset to El Paso County.

The EPCHA was established in 1993 to promote decent, safe, and affordable housing for low-income persons and families.

Homeownership Rehab

Our partnership with Brothers Redevelopment means low-income households can get emergency repairs and accessibility improvements.

Housing Trust Fund

The Housing Trust Fund is a revolving loan fund available to community-based groups to address the housing needs of low-income residents.

Fair Housing

Staff regularly facilitates and attends Fair Housing Events throughout the county to provide info on our rights.

Private Activity Bonds

Since 1983, El Paso County has financed the development of over 3,000 units of multifamily housing through Private Activity Bonds.
