All CDBG projects must be eligible under one of the U.S. Department of Housing and Urban Development (HUD)’s National Objectives. Additionally, CDBG projects must meet one or more of the 2022-2026 Consolidated Plan Goals which are re-evaluated every five years. To ensure these federal funds are used effectively and efficiently within our jurisdiction, El Paso County Economic Development thoughtfully, strategically, and collaboratively completes several long-term, short-term, and final performance evaluation reports which are shared publicly.

Homelessness and Special Needs Goals
HM1 Homelessness
Assist in ensuring that homelessness is brief, rare, and non-recurring.
SN1 Special Needs
Help special needs residents obtain housing and remain housed while living independently as they choose.
SN2 Special Needs
Reduce accessibility barriers (ADA compliance).
SN3 Special Needs
Provide for and improve access to services to stabilize living situations and enhance quality of life, particularly for seniors, youth, and special needs populations.

HUD National Objectives for CDBG
The U.S. Department of Housing and Urban Development has outlined three clear objectives for the Community Development Block Grant program. Every project funded with CDBG funds must accomplish one of the three following objectives:
- Address an urgent need
- Mitigate slum or blight conditions
- Benefit persons of low-to-moderate income

Public Services
Bring It Home, Inc. – Freedom Springs: $19,750
Funding will provide temporary housing, transportation, education, and counseling for 9 eligible veterans experiencing homelessness.
Diakonia – Vocational Training: $19,750
Funding will provide workforce mentorship training and construction-based credentials for 3 eligible residents.
Envida – Transportation to Health & Other Services for Rural Seniors: $19,750
Funding will provide expanded ridership services and an additional service line for 980 eligible residents.
Mt Carmel Veteran Service Center – Veterans Climb: $19,750
Funding will provide temporary housing and program support for 73 eligible veterans.
Porchlight Friends – Companionship Services: $19,750
Funding will provide senior programming, in-home assistance, transportation, and access to medical care for 7 eligible senior residents.
Project Angel Heart – Home-Delivered Meals: $19,750
Funding will provide home-delivered, medically tailored meals for 22 eligible food-insecure or critically ill residents.
Special Kids Special Families – Zach’s Place Service Expansion: $24,750
Funding will provide childcare services and program support for 12 eligible families of children with developmental delays.
Tri-Lakes Cares – Direct Housing & Utilities Assistance: $19,750
Funding will provide utility assistance for 40 eligible residents at risk of service shutoffs.
Infrastructure
City of Fountain – Luna Drive Street Improvements: $140,600
Funding will provide ADA-accessibility upgrades to sidewalks and streets in the Luna Drive neighborhood of Fountain.
City of Manitou Springs – Pawnee Ave ADA: $175,000
Funding will provide ADA-accessibility upgrades to sidewalks and streets in the Pawnee Avenue neighborhood in Manitou Springs.
Fountain Valley Senior Center – FVSC Lighting: $70,000
Funding will provide outdoor lighting upgrades to the Fountain Valley Senior Center.
Public Facilities
Hanover Community Church – Paving Project: $86,179
Funding will provide ADA-accessibility upgrades to the Hanover Community Church parking lot.
Hanover School District – Hanover Community Park Electrical & Lighting Upgrade: $98,054
Funding will provide outdoor lighting and electrical upgrades to the Kirk Hanna Memorial Park.
Manitou Art Center – MAC ADA Upgrades: $40,700
Funding will provide ADA-accessible doorways at the Manitou Art Center.
Town of Monument – Heart of Monument Playpark ADA Parking: $100,000
Funding will provide ADA-accessibility upgrades to the parking lot adjacent to the downtown playpark in Monument.
Housing
Brothers Redevelopment, Inc. – Home Repair Program: $125,000
Funding will provide emergency and ADA-accessibility rehabilitation services for 11 eligible households.
CDBG Plans and Reports
The El Paso County CDBG program submits a multi-year Consolidated Plan and an Annual Action Plan to the U.S. Department of Housing and Urban Development describing the priorities, goals, and aligned actions of the program. Additionally, CDBG prepares a Consolidated Annual Performance and Evaluation Report each year to summarize program outcomes and accomplishments. In alignment with our Citizen Participation Plan, these reports are available for public review and comment at designated times throughout the year.
