All CDBG projects must be eligible under one of the U.S. Department of Housing and Urban Development (HUD)’s National Objectives. Additionally, CDBG projects must meet one or more of the 2022-2026 Consolidated Plan Goals which are re-evaluated every five years. To ensure these federal funds are used effectively and efficiently within our jurisdiction, El Paso County Economic Development thoughtfully, strategically, and collaboratively completes several long-term, short-term, and final performance evaluation reports which are shared publicly.

Improve access to transportation services and infrastructure, remove impediments to mobility, and increase access to opportunities.

Homelessness and Special Needs Goals
HM1 Homelessness
Assist in ensuring that homelessness is brief, rare, and non-recurring.
SN1 Special Needs
Help special needs residents obtain housing and remain housed while living independently as they choose.
SN2 Special Needs
Reduce accessibility barriers (ADA compliance).
SN3 Special Needs
Provide for and improve access to services to stabilize living situations and enhance quality of life, particularly for seniors, youth, and special needs populations.

HUD National Objectives for CDBG
The U.S. Department of Housing and Urban Development has outlined three clear objectives for the Community Development Block Grant program. Every project funded with CDBG funds must accomplish one of the three following objectives:
- Address an urgent need
- Mitigate slum or blight conditions
- Benefit persons of low-to-moderate income
2026 Project Listing
Public Services
Center for Employment Opportunities – Colorado Transitional Employment Program: $20,000
Funding will provide transitional employment resources to 20 clients who were formerly part of the adjudication system.
Envida – Expanding Transportation Access for Rural Residents: $25,000
Funding will provide 1400 clients with improved access to transportation services.
Mission Medical Center – Expanding Medical Services: $20,000
Funding will provide 59 clients with primary care, emergency medical services, inpatient and specialized services, diagnostic and laboratory services, and rehabilitation services.
Mt. Carmel Veterans Service Center – Veterans Climb: $30,000
Funding will provide wraparound services and education for 80 Veteran clients exiting homelessness, ensuring it is non-recurring.
Porchlight Friends – Companionship Service: $20,000
Funding will provide technology support services, household support services, and transportation services to 10 senior clients.
Serving Hope – Currency of Caring: $20,000
Funding will provide food services to 80 eligible individuals in rural areas via a mobile access point in partnership with Tri-Lakes Cares to serve outlying areas of El Paso County.
Special Kids Special Families – Zach’s Place Service Expansion: $32,000
Funding will provide educational programming and family support services to 14 individuals with special needs.
Economic Development
Exponential Impact – Survive and Thrive SPICE: $30,000
Funding will provide 20 unduplicated low-to-moderate income jobs by supporting small businesses (microenterprises).

City of Manitou Springs – Manitou Springs Duclo ADA Sidewalks/Ramps: $175,000
Funding will provide ADA-accessibility upgrades to sidewalks in Manitou Springs.
El Paso County Parks – Widefield Community Park Regional Trail Phase IV Paving: $140,000
Funding will provide ADA-accessibility upgrades to connect Widefield Park and Crews Gulch Trail.
Town of Calhan – Sidewalks: $90,000
Funding will provide ADA-accessibility upgrades to sidewalks in Calhan.
Public Facilities
Town of Monument – ADA Accessibility Public Parking: $100,000
Funding will provide ADA-accessibility upgrades to public parking near a park in Monument.
Town of Ramah – Ramah Playground Improvements: $83,000
Funding will provide ADA-accessibility to sidewalks at a playground in Ramah.
Housing
Brothers Redevelopment – Home Repair Program: $125,000
Funding will provide 11 households with emergency home repair, allowing for aging-in-place.
Rebuilding Together Colorado – EPC Low-Income Home Preservation: $75,000
Funding will provide 21 households with ADA remediation of homes, allowing for aging-in-place.
CDBG Plans and Reports
The El Paso County CDBG program submits a multi-year Consolidated Plan and an Annual Action Plan to the U.S. Department of Housing and Urban Development describing the priorities, goals, and aligned actions of the program. Additionally, CDBG prepares a Consolidated Annual Performance and Evaluation Report each year to summarize program outcomes and accomplishments. In alignment with our Citizen Participation Plan, these reports are available for public review and comment at designated times throughout the year.
