Applying for the El Paso County Community Development Block Grant

Since 2009, El Paso County Community Development Block Grant funds have been awarded to local jurisdictions and non-profit organizations. Agencies with experience administering federal funding will likely have adequate internal controls and policies to successfully implement a CDBG funded project. Eligible projects are those that serve low-to-moderate income residents (LMI), create jobs for low-to-moderate income clients (LMJ), or serve a low-to-moderate income area (LMA) within El Paso County.
Determining Eligibility

Eligibility Requirements
- All projects must meet eligibility requirements of one of the U.S. Department of Housing and Urban Development’s National Objectives.
- All projects must align to one or more of El Paso County’s Consolidated Plan Goals.
- All projects must be eligible according to the CDBG Code of Federal Regulations.
- All projects must serve persons of low-to-moderate income (LMI) who reside within El Paso County but outside the city limits of Colorado Springs. Eligible areas include Calhan, Fountain, Green Mountain Falls, Manitou Springs, Monument, Palmer Lake, Ramah, and unincorporated El Paso County.

Application Process
January - February
The 2025 CDBG application cycle was open from January 3 through February 3. The next opportunity to apply will be in early 2026. All first-time applicants must attend an orientation meeting with staff prior to applying.
March - May
CDBG applications submitted by the deadline are reviewed by the Community Development Advisory Board (CDAB). Funding recommendations from CDAB require final approval from the El Paso Board of County Commissioners and the U.S. Department of Housing and Urban Development (HUD).
June - July
All applicants receive notification of whether or not their projects are approved for 2025 CDBG funding. Funding will not become available until several additional requirements are met.
August - October
Subrecipients attend a mandatory CDBG Orientation Training and work with El Paso County staff to fully execute a legally binding subrecipient agreement prior to beginning any CDBG-related project work. Typically, CDBG projects may begin incurring expenses in October pending HUD's disbursement of funds.
