Congress pledged in the Housing Act of 1949, “a decent home and suitable living environment for every American family.” El Paso County supports a variety of options from single-family to multi-family; urban to rural; both rental and owner-occupied. The El Paso County Housing Authority was established in 1993 with a mission of addressing housing issues of low-to-moderate income residents. We provide Housing Programs that work with developers on affordable housing projects as well as homebuyers who need downpayment assistance. Housing is an essential and vital asset to El Paso County.

Developed through a partnership between Greccio Housing and Woodmen Valley Chapel, Sunrise at Shiloh Mesa responds to the growing demand for affordable housing for older adults. Located in northeast Colorado Springs, the community provides 50 affordable apartment homes for seniors with incomes at or below 50% of the Area Median Income.

Bentley Commons Apartments Phase II is the most recent affordable housing development to open on the southeast side of Colorado Springs. The development includes 168 new units across 6 buildings with new outdoor recreation areas. The community center includes an internet cafe, clubhouse space, and renovated playground. This development has 28 units set aside for Veterans!

Panorama Heights
Now Open!
This 133-unit workforce housing development opened in the fall of 2025. The property includes 17 3-bedroom units for families earning up to 70% of the Area Median Income. There are also 13 units set aside for Veterans.
