Congress pledged in the Housing Act of 1949, “a decent home and suitable living environment for every American family.” El Paso County supports a variety of options from single-family to multi-family; urban to rural; both rental and owner-occupied. The El Paso County Housing Authority was established in 1993 with a mission of addressing housing issues of low-to-moderate income residents. We provide Housing Programs that work with developers on affordable housing projects as well as homebuyers who need downpayment assistance. Housing is an essential and vital asset to El Paso County.

Silver Key Apartments
Grand Opening December 4, 2024
Construction on this 50-unit affordable housing project for seniors in southeast Colorado Springs was completed in December 2024. The site is located on the Silver Key headquarters where residents can take advantage of services including transportation, a food pantry, home meal delivery services, behavioral health and case management, resource navigation, a thrift store selling affordable medical equipment, and companionship services. The units were fully leased by Christmas.

Paloma Gardens
Opened November 2024
Paloma Gardens officially opened in November 2024, but the ribbon cutting ceremony has been delayed until spring 2025. Constructed by Volunteers of America, this 80-unit apartment complex will house low-income seniors.
